The primary parties in charge of ensuring safety at a construction site are the owner of the lands and the contractor, so even if the owner of the land is not in any way connected to the construction site other than being the owner of record, they are still ultimately liable. This is established in a New York State Labor Law which was established by New York State to facilitate their long standing desire to ensure that any individuals involved in hazardous field of construction are protected.
